Organized Roundtable in organization of UPES and Standing Conference of Towns and Municipalities of Serbia: Policies and Practices in the Fight against Climate Change – examples of local authorities in the UK and opportunities in Serbia

Roundtable “Good policy and practice in the fight against climate change – examples of local authorities in the UK and opportunities in Serbia”, which took place on 7 October 2021, organized by UPES and co-organized by the Standing Conference of Towns and Municipalities (SCTM). The conference was opened by Miodrag Gluščević, Program Director for Urban Development, Environment and Communal Services of the SCTM and Dr. Branislava Lepotić Kovačević, President of UPES. The moderator was Miloš Kuzman, vice president of UPES.

During the first presentation, Kai Whiting, a lecturer in sustainability, and Natasa Rajković, a member of UPES, talked about climate emergency declarations, presented the implementation of climate emergency declarations by local authorities in England and what are the opportunities in Serbia. Afterwards, Richard Bellingham, Director of the Institute for Future Cities at the University of Strathclyde, spoke about the challenges of attaining climate targets at the city level in the UK given that city governments have very limited control over their ability to become carbon neutral. Then, Miodrag Gluščević, spoke about the practice of local self-government units in Serbia in the field of energy and climate change, and stressed the importance of public participation and data availability. After that, Ana Radojević, energy manager of the city of Kragujevac, spoke about the role of energy managers in the fight against climate change at a local level and about the activities of the city of Kragujevac in this field, by focusing on energy efficiency. Finally, Varvara Aleksić, a member of UPES, presented the new legal solutions of the European Union in the field of climate change, a new package of laws in the energy sector in Serbia, as well as the role of local self-government units in this regard. Closing the Round Table, Dr. Branislava Lepotić Kovačević pointed out that the goals in the field of energy law, one of which is the fight against climate change, are a process that is constantly evolving with the change of the legal framework.
