Energy community talks – european experiences and initiatives in Serbia

The event “ENERGY COMMUNITY TALKS – EUROPEAN EXPERIENCES AND INITIATIVES IN SERBIA” took place on November 6, 2025, at the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Belgrade (Žorža Klemansoa 19, 2nd floor, Room M1).

The discussions were organized with the support of German Development Cooperation, in partnership with the Ministry of Mining and Energy of the Republic of Serbia (MME), the Serbian Energy Law Association (UPES), and the Energy Cooperative Elektropionir.

The event included:

  1. Presentation: Legal and Technical Framework for Energy Communities in Europe, delivered by Josh Roberts, Senior Policy Advisor, European Federation of Citizen Energy Cooperatives (REScoop),
  2. Panel discussion: Legal and technical framework for integrating energy communities into the energy market of the Republic of Serbia – challenges, overcoming them, and proposed solutions.
    The panel was moderated by Aleksandar Kovačević (UPES), with speakers Dejan Kocić (MME), Dušan Vukotić (Electricity Distribution of Serbia), Dunja Grujić (UPES), and Miloš Kuzman (UPES),
  3. Panel discussion: Initiatives for establishing energy communities in the Republic of Serbia – challenges and the way forward.
    The panel was moderated by Vladan Šćekić (Environment Improvement Center), with speakers Ana Džokić (Energy Cooperative Elektropionir), Ivana Jovčić (Environment Improvement Center), Marko Nedeljković (Platform for Energy Transition), Ilija Batas Bjelić (Energy Cooperative Sunčani krovovi), Bora Obradović (Regional Development Agency Srem – City of Sremska Mitrovica).

The discussions were held in a constructive and inspiring atmosphere, fostering the exchange of ideas that contribute to the development of energy communities in Serbia.
